Tag dashboard as favorite (improvement)

This is a way to help around #1565
Adding a favorite tag to dashboard or search or visualize and present them first in the list when you want to load a dashboard.

Its a good idea, I'm going to close this one and we can use #1565 for general discussion on improvements that could be made to the saved object loader.

If you prefer to merge, IMO, I see it as 2 differents options #1580 for "sorting my favorites on TOP", #1565 to have more direct acces to dashboard links. Personnaly, I hate pagination, and I try to avoid it when possible.
