[DOCS] Add deprecation docs for low ILM poll intervals (#77733)

We deprecated ILM poll intervals of less than 1 second in 7.2 with PR #41096
However, we didn't add a related item to the 7.2 deprecation docs.
This adds the missing item.

Relates to #41095.

deprecated. If the `indices.lifecycle.poll_interval` cluster setting is too low,
it can cause excessive load on a cluster.
