chore: rework chart testing and tx-data-provider #73

Description

fix tx-data-provider:

allow provider and consumer being enabled at the same time (relates to chore: switch to released data provider chart #67)
adjust adopter values files and docs

chart testing:

chore(iam): change to imagePullPolicy IfNotPresent

Please ensure to do as many of the following checks as possible, before asking for committer review:

DEPENDENCIES are up-to-date. Dash license tool. Committers can open IP issues for restricted libs.
Copyright and license header are present on all affected files

and keep iam init container testing in separate test file
