Make the InstrumentedSource.queue use the BoundedSourceQueue [KVL-1177] #11807

We never use other OverflowStrategy(ies) than dropNew. Therefore, we can drop the overflowStrategy param and create BoundedSourceQueues that drop new elements by default. It simplifies the code and may improve performance, as the offer method no longer returns a Future.

I don't think these tests were correctly working, previously. The queue was being completed/failed twice and it was returning the same result twice. cc @pbatko-da @tudor-da

Still tests are failing, even though they don't fail locally, so moving to draft.

afterEach was failing on a subsequent complete run.

Do you know why those tests were failing? Is it safe to swallow those errors?
