LGTM, but even the latest Go1.16.8 works alright per https://twitter.com/odeke_et/status/1436121362884542474?s=21. Good idea though to stop using Go1.15!
Nice, I don't think there's any limitation on using 1.17 given that it's now widely available for package managers |

## Description The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages. --- ### Author Checklist *All items are required.
