Improve buf usage

• Create buf repository for each module (ref: refactor(proto): host module proto files within modules #18758)
• Publish to buf on draft branch changes from main (keep all modules for backward compatibility in main buf module)
• Publish to buf branch on tag (sdk and extracted modules)
• Update documentation to mention changes in buf.yaml
• Setup buf generation plugins #11491
