Fasttrack coreos-installer to bring the newest installer version
into FCOS for the upcoming `testing` release, which will happen
before the corresponding Bodhi update (https://bodhi.fedoraproject.org/updates/FEDORA-2020-abdcced19a)
is pushed to stable.

The fc32 build is used instead of fc31 to mitigate a build error
faced when using the f31 rust toolchain: https://pagure.io/fedora-rust/sig/issue/12
