Update npm dependencies for docusaurus v3

Description

This pull request:

• Updates package.json and package-lock.json to match @dcmcand's previous commit
• Tweaks to compile with MDX v3
• Misc updates to add code-block language reference

• Merge Remove Sphinx docs  #695 before this one, because the old sphinx docs will conflict with MDX v3.
