Remove Sphinx docs

Addresses #397

Description

This pull request:

• Removes the docs directory
• Removes readthedocs.yml and docs.yaml workflow
• Move the logo file in docs/_static to docusaurus-docs (all logo files will be added in a future PR)
• Misc updates to point to the right docs location
• Removed the markdown-block release checklist from the release process docs, and added a link to the issue template (the docusaurus/netlify build was failing with it.)
