Description
Related to celo-org/celo-blockchain#1158, this PR makes epoch entropy values, derived from the epoch block header hash, available to the constraint system. It does not add constraints to check that the entropy values form a chain.
Tested
Added two unit tests and integrated functionality into existing tests.
