canon-run: Bump juju (to 3.6), charmcraft and requirements files in charm repos #1156

Context

As part of preparation for CKF 1.10 dependency upgrades, we need to do a canon run to bump:

  • juju to 3.6
  • charmcraft if needed
  • python dependencies

In case we find any bugs, we should create issues for those and start working on them

What needs to get done

Definition of Done

All charm repos are updated:

  • use juju 3.6
  • use charmcraft from 3.x/stable
  • with the latest pip dependencies

This includes also bumping Juju in:

  • rock repositories
  • AKS + EKS ci

So after a first iteration of canon runs, only 2 of the linked PRs passed the CI checks. The errors observed now can be grouped into the following. Note that once those are resolved, we could hit more that right now are hidden by the fact that in some repos, charms fail to be built due to rust.
