[Android] Get rid of phone status and identity permission

Description

There is excessive permission that needs to be removed

Steps to reproduce

1. Go to app description on play store
2. Click on permissions
3. You will see that excessive permission

Actual result

Excessive permission is there

Expected result

We don't need that permission

• Android version: 1.7.x

1.5.x and 1.7.x

• Does the issue resolve itself when disabling Brave Shields?
• Does the issue resolve itself when disabling Brave Rewards?
• Is the issue reproducible on the latest version of Chrome?

@samartnik The permissions page on GPS still shows Phone section, but the build on release and beta is 1.7.102. Could we get v1.8.93 pushed to beta?
