We shouldn't indicate with red when everything is fine

Steps to Reproduce

  1. Clean install
  2. Open New Tor Window
  3. Observe the Tor connection indicator

Actual result:

Tor connection indicator flashes red when everything is fine
tor_fail2

Expected result:

Tor connection indicator does not flash red when everything is fine

Reproduces how often:

100% repro rate

Brave version (brave://version info)

Brave 1.47.169 Chromium: 109.0.5414.87 (Official Build) (64-bit)
Revision 2dc18eb511c56e012081b4abc9e38c81c885f7d4-refs/branch-heads/5414@{#1241}
OS Ubuntu 18.04 LTS
