This PR will track work on developing the atlas packaging side of Version 2 of the BrainGlobe Atlas API.
Happy for any thoughts/advice on how to approach this, but my current plan is to keep v2 open as a long term development branch until ready to merge into main (along with a corresponding branch in https://github.com/brainglobe/bg-atlasapi). I'll raise PRs for V2 against this branch. In the mean time, any new atlases can be released as part of V1.
