BSQ rates for cycle 21

After #270 approval, I am proposing in advance what BSQ rates could be used for next cycle to see if it has rough consensus. I'm just using the default 5% outlier removal. I tried other inputs (10, 20%) and the results weren't very different.

30 Day BTC/BSQ: 0.00004290
30 Day USD/BSQ: 0.93
90 Day BTC/BSQ: 0.00005020
90 Day USD/BSQ: 0.8

Please upvote to get a sense of consensus. If you disapprove, suggest a modification. Taking this to DAO vote should be rare.
