Do we want to use the same BSQ rate for the Cycle 20 contributions that failed?

Problem would be that most contributors will be compensated for tasks done at Cycle 21 and do it into the same proposal. Maybe we could use an in-between rate for all proposals, even those which only are meant for a single cycle?

I propose to change the current rate of 0.8USD per BSQ to 0.75USD per BSQ. That's half way between Cycle 20 and 21 rates. The change will be made in 3 days if no one is against it.
