Now we can build and test pkg_deb on all platforms!!!
Except non-latin1 strings in control fields fail on Windows. These tests are skipped for now, with TODOs left to the bugs that need to be relsolve.
Now that this is in place, we can address the GNU to PAX tarfile change in Python3.8, so this being in place is a precursor to evaluating #201 and #204.
