README needs updating

WARNING: The code here is still in active initial development and will churn a lot.

But a 1.0.0 version was just released so I think this is no longer the case, and now there is a semver commitment?

Senver is easy to maintain here because we don't depend on anything that depends on us. The tools should be a separate BCR module so the can be pre 1.x fora long time
