Problem/Motivation

We added DB updates in #3499 and #3446 to retroactively enable AZQS module dependencies for config included in az_seo and az_views_side_by_side.

We saw some errors when applying these updates on sites that had previously uninstalled az_news or az_event.

Proposed resolution

We decided in our 2024-08-16 meeting that we should revert (disable) these new DB updates and then revisit alternative ways to deal with these config dependency issues.

Expected behavior

DB updates should handle problems more gracefully.

Since the original reason for this database update hinged on the dependencies of the override config in the SEO module, we may want to consider a future improvement to our config provider plugin that allows the override config to be optional if needed.
