chore: Merge v1.28.0 changelog into v1.28.1

We yanked v1.28.0 due to
#3680, but re-published it
with #3696 (v1.28.1).

This moves the changelog from 1.28.0 to 1.28.1 where the full contents of
the release can be recognized!
