As #5854 will make sure the Operation closed by running close method, this PR is still necessary to ensure calling the close method in order to avoid escaping from the fast-failed case in batch submission. @pan3793 @turboFei

not a big deal, Git tools like GitHub could ignore space changes during diff view.
() is also fine if you insist.

Currently, we use a rather primitive way to manually write release notes from scratch, and some of the mechanical and repetitive work can be simplified by the scripts.

## Describe Your Solution 🔧

Adds a script to simplify the process of creating release notes.

Note: it just simplifies some processes, the release manager still needs to tune the outputs by hand.
