Summary of Changes

• Add feature to the feature set for raising block limits
• Clean up old limit justification(s)
• Add function to get new limits for SIMD-0207
• Add feature-activation path for SIMD-0207

Small patch to raise limits for solana-foundation/solana-improvement-documents#207.

There are 34 lines of test, so "functional" patch is small, and I think should be backported so we can raise chain capacity slightly at a much earlier date.

Backports to the stable branch are to be avoided unless absolutely necessary for fixing bugs, security issues, and perf regressions. Changes intended for backport should be structured such that a minimum effective diff can be committed separately from any refactoring, plumbing, cleanup, etc that are not strictly necessary to achieve the goal. Any of the latter should go only into master and ride the normal stabilization schedule.
