✅ Temporarily disable tests on Safari #14856

There have been numerous test failures due to Karma / Sauce labs disconnects on Safari.

This PR temporarily disables tests on Safari until we figure out the root cause.
It also adds timestamps to the logging that's done when each Sauce Labs browser reports that it has completed running tests.
It reinstates the Karma force-exit added by 🐛 Delayed force-exit gulp test after Karma reports test completion #14814 until this is fully investigated.

This should alleviate the long delays on Travis while we investigate what's causing the disconnects.

Temporarily mitigates #14848
