Epic: Zebra Stable Release

Motivation

Once the Zebra Audit has successfully completed and we have fixed any findings from it we can start getting ready to tag a stable release.

Scope

These are the tasks that will need to be completed before we can tag a stable release (in priority order):

Audit issues

• [NCC-E005955-7DU] zebra-network: Fragile State Transition During Address Book Update #6672
• Show that duplicate nullifier errors are propagated through the transaction verifier #6399
• Renames to address confusion in zebra's handling of finalized state #6680
• Zebra should store a persistent list of recent successful peers #1956

Other issues

• Security Issue #38: Stop disconnecting all peers when the inbound service is overloaded  #6596
• Security Issue #36 - Panic in state when calling RPCs with large heights #6595
• Rename tower-batch crate #6202
• Publish zebra crates to crates.io #6149
• Migrate to the latest version of Abscissa (0.7 or later) #5502
