This PR adds support for building prebuilt binaries for Electron v19.x.y.
Note:
I highly recommend holding off on merging this PR till prebuild/prebuild#292 is merged and
prebuildversion used in BS3 is bumped since starting from Electron v19, prebuild script will fail at downloading headers.
