Enable typescript strict mode (#2126)

* bezier-spline

* clusters-dbscan and clusters-kmeans, but they both need new DefinitelyTyped updates

* kind of speculative fixes for polygonize

* Enforce strict mode

* turf-clusters-kmeans by way of skmeans types

* types
