Why is the Pathfinder almost 3 times as expensive? Isn't that quite an excessive change?

Yes it is, but we were given feedback on that. It's a spammable hero unit, Jarmen Kell being a hero has less range, can't detect and costs much more yet the pathfinder can do its job, snipe hero's in one shot and more and there are many of them available.
The price we previously had didn't make enough of a difference to nerf it.
We did discuss this same high price in the early stages but thought it was a really big change, but now that feedback is given we think it should be okay.

Is there a reason you are weakening Toxin General instead of making other Generals stronger? I thought we agreed that making Generals stronger as opposed to weakening them is the better approach?

Our stance is to try not to touch stronger Generals if we can. After all the internal and external testing, we are finding it hard to balance Tox by the buff other armies have been given. Hence why we have finally decided to nerf it. Although the nerf is such that it still allows Tox to stay strong but just has to be more careful in the way them units are used/lost.

This is quite a big Price jump. Is is not possible to make other Generals better that have problem against this unit?

Not really, tried a lot of things, this whole thing is like a rubik's cube,
We can give all USAs faster built and cheaper Avengers but then it can cause big problems vs other armies as USAs become more stronger, so we need to look out for that, same for cheaper or faster built MDs.
The Combat Chinook is not as much as a threat to other factions (still powerful), just the USA takes a big beating, especially early game, the nerf gives USAs more time, with some testing we've been able to give USAs a better chance, they can have MDs dropped and also follow up with Avengers.
Also the Combat Chinook will usually have 6 (maybe 7 depending on BO) MDs if it is to set off straight after being trained.
