插件管理支持 stable / latest 标签

为什么需要

便于用户选择选择及安装

建议如何实现

stable 在 os & cpu_arch 下唯一，为了避免用户需要批量设置，提供（应用该版本到其他 os & cpu ）按钮

latest 为内置标签，表示 最新上传的插件包

安装提供 stable 选型

获取插件包版本列表相关的接口，需要提供 is_latest is_stable 信息
