流程固化且多层嵌套场景下，安装插件指定版本为 latest ，可以提高固化流程的复用度，无需在插件更新后手动调整固化流程参数
指定该参数不安全：当前插件管理没有形成规范，插件上传即为 已上线 版本，如果预发布版本第三方安装，很难保证插件运行的稳定性
