reissue for #1023

The Problem was fixed by #1039 but reverted into the previous non-working state.

I dont know if that was done on purpose or by mistake.

Please reapply this fix or change into a state where VM's are stopped by destroy subcommand as a graceful shutdown makes not really sense at that point.
