This PR will:

Add a GitHub Actions workflow that publishes that tbdex schemas.

Note

A follow-up PR will be submitted once Add KBC schema known-customer-credential#40 is merged
Add index.html for visual landing page #4 tracks the addition of a visual index.html page. This PR includes a placeholder to make it easier to test the sub-domain redirects we're hoping to use.
