Siemens mMR NEMA IQ lowcounts #108

Same data as the high count NEMA IQ, just unlisted with shorter duration.

This needs a different penalty though.

This PR will be rebased on main once #107 is merged.

For noisy data, the numerical errors can lead to tiny positive
values in the Hessian, then giving NaN in the sqrt. So, we threshold.
