Making the footer stick to the bottom

This issue may be observed with default Chameleon, too.

This is the only glitch I can detect so far. This only happens on pages with only little content at the top.

Another glitch only appearing on special pages:

Ah, the reason for #7 (comment) is that special pages do not have the footer row displaying the number of accessed as well as the last time the page was edited etc.

@kghbln @s7eph4n, for the example of the Test Page, in my mobile phone the footer is stick to bottom, but there is another problem, check this screenshot.

Before arrive at the bottom, I can't scroll up to see the main content again, it is hidden by the footer. It might be has relation with #22, where I refer to a similar problem.
