This is on top of #53, #54 and #55

  • This adds support for cursor enter/exit and scroll events
  • This fixes a race condition where cairo-gtk can send scenic commands on multiple threads

Default cairo drivers. Update README.md and deprecate glfw, bcm and drm

Setting SCENIC_LOCAL_TARGET explicitly to one of the deprecated options is
still allowed and provides a way to currently opt-out of using cairo if a
user encounters a problem with using cairo and need to use what they were
using before.
