Setting SCENIC_LOCAL_TARGET explicitly to one of the deprecated options is still allowed and provides a way to currently opt-out of using cairo if a user encounters a problem with using cairo and need to use what they were using before.

glfw,drm, andbcm. User still has the option to select these explicitly withSCENIC_LOCAL_TARGET=
