Follow up to GoogleCloudPlatform#11104
That PR did some refactoring to make testing major release feature branches easier, and also added testing using FEATURE-BRANCH-major-release-6.0.0

This PR shows what is required to remove feature branch testing for the v6.0.0 release.

PRs to introduce testing for future major release feature branches are expected to look very similar (but be additions instead of deletions!)

Release Note Template for Downstream PRs (will be copied)
