This requires PyQDecoders to be published first: JuliaRegistries/General#99144

Until then it can be tested with executing dev https://github.com/QuantumSavory/PyQDecoders.jl before dev-ing this branch.

@Benzillaist , this builds on top of your PR. In particular, it expands one the evaluation pipelines and decoders you have prepared. I did not add the Unicycle and Bicycle codes here. Could you please submit a new pull request for them (it was a bit too much to include them here, but now all of what is here can be used to validate them).

@Benzillaist, @dmtrung14 , could you plan to use this new functionality for the wiki you are creating.

@amicciche, we discussed fleshing this out a couple of days ago. In particular, the benchmarks for your 2xn project can now reuse some of the "evaluator setup" functionality here. Testing your optimized circuits can either directly use the low-level evaluate_decoder or you can implement a new type similar to ShorSyndromeECCSetup.

@ all, there is no good documentation yet, but ecc_evaluation.md has some examples.

In the next few hours I will add a lot of new issues to the issue tracker about things that are unfinished in this project. Please check them out to see whether they are related to your work.
