Move NuGet.Protocol.Catalog from Samples repository to NuGet.Services.Metadata #6666

This is so we don't have to interact with JObject in product code. Instead, we can interact with a strongly typed model for catalog JSON blobs.

I'm going to leave the copy in Samples for now since the versioning scheme in Services.Metadata is not yet decided. Also, the version in Services.Metadata is not .NET Standard 1.3.
