Update the Verify Package page to have all the contents of the package #1570

We need to show all target frameworks (portable or not) on the display package page. Unless someone is dying to take this on though, I think it would be best to wait for our redesign. My vote would be Up For Grabs. |

Frameworks, DevDependency and minClientVersion is now shown on the VerifyPackage page. Close? |
Right now, users don't have a clear indication of what portable library framework versions have been detected in the packages they upload. We should display this both when uploading a package and on the package page as well.
Also, show minClientVersion.
