Update the Verify Package page to have all the contents of the package #1570

Right now, users don't have a clear indication of what portable library framework versions have been detected in the packages they upload. We should display this both when uploading a package and on the package page as well.

Also, show minClientVersion.

We need to show all target frameworks (portable or not) on the display package page. Unless someone is dying to take this on though, I think it would be best to wait for our redesign. My vote would be Up For Grabs.

We should show as much data as we have on the package/verify package page.

Wouldn't it be nice to get a raw view of the uploaded nuspec too?

Frameworks, DevDependency and minClientVersion is now shown on the VerifyPackage page. Close?
