Upload verification page should mimic the package details page #1328

I uploaded a package, verified it on the verification page, and then after submitting it found a problem with it.

  1. It was easy to overlook that I omitted a title, because the verification page didn't show me what my displayed title would really look like.
  2. The verification page doesn't show the package's summary
  3. Because the verification page is a form-style field list, it's really no different from looking at the package in NuGet Package Explorer. Having it display as the package details page would provides the more important format that will highlight mistakes

Let's revisit the upload workflow in general here. Maybe the "verify" step is less necessary, especially with editable metadata.
