nixops: Re-package environment using poetry2nix #154715

Motivation for this change

The NixOps derivation keeps breaking because of unrelated Python packaging work and is incredibly difficult to keep alive.
Rather than outright removing 1.7 as suggested in #150059 this change should make it much easier to keep 1.7 on life support without causing any burden for those wanting to work on python3 only.

Note that the version numbers listed in pyproject.toml are derived from what's currently building in 21.11.

  • Tested basic functionality of all binary files (usually in ./result/bin/)
  • 22.05 Release Notes (or backporting 21.11 Release notes)
    • (Package updates) Added a release notes entry if the change is major or breaking
    • (Module updates) Added a release notes entry if the change is significant
    • (Module addition) Added a release notes entry if adding a new NixOS module
    • (Release notes changes) Ran nixos/doc/manual/md-to-db.sh to update generated release notes
  • Fits CONTRIBUTING.md.
