move gradio==3.41.2 out of requirements.txt
prevent extension from breaking web UI when gradio version is different

I did not test this extension extensively but seems to work with albumentations==1.4.3
remove strange check
as far as I can tell
if not launch.is_installed('chara-searcher requirements'):dose not have a purpose because it always returns True aschara-searcher requirementsis not a module and so always return False
