Currently the kubernetes terraform provider does not support internal annotations for resources (hashicorp/terraform-provider-kubernetes#50).

Therefore, it is not possible to use the storageclass.kubernetes.io/is-default-class: "true" annotation. A possible workout is defining the storage class as part of the addon attribute of the rke resource.
