Fix issue #16961
Benefits
Replace obsolete TRINAMICS tests with HAS_TRINAMIC || HAS_TRINAMIC_STANDALONE
In Conditionals_post.h correct "MINIMUM_STEPPER_PULSE" and "MAXIMUM_STEPPER_RATE" are now applied to trinamic stepper drivers.
