• Introduce certificate generation mechanism

Description

This Epic provides technical specifications for Introduce certificate generation mechanism on how unsigned certificates can be generated from blocks and how they are signed using BLS signature. It also covers how a validator signs a certificate and gossips signature of such certificates called commit messages via P2P network. The signatures are consequently aggregated in a commit message pool and are included in blocks which can be used in cross-chain update transactions.
