This attempts to upgrade us to React 16.9, which is a lot harder than I thought it would be. While we don't use any of the deprecated React methods, a bunch of our dependencies do: I thought it was just react-loadable (which was addressed in #807) but it appears to also be the case with a number of other libraries:
