[Prod] Insert new standard goals, update the goal nudge to address unexpected context changes, changes to availability of deployed environments

Description of change

• Inserted the new set of standard goals
• Reworked the goal creation flow from the RTR to address unexpected context changes
• Add scripts to both manually and procedurally deactivate the "lesser" deployed environments (dev, sandbox, staging)

How to test

• Confirm the language of the new goals and that they are accessible from both the AR and the RTR.
