Issue found when executing PR #12606

Action Performed:

1. Go to staging.new.expensify.com
2. Log in with any account
3. Select any user and send few messages
4. Hover over some messages in the report
5. Select any option from mini content

Expected Result:

Able to select any option in mini content, the menu doesn't move up when trying to hover over it

Actual Result:

Unable to select any option in mini content, the menu moves up when trying to hover over it
