JukeAlert for Spigot / CB 1.12

We do not guarantee backwards compatibility with 1.11/1.10.x/1.9.x, but this is a safe upgrade for existing servers intending to update from any of them to 1.12.

Be sure to watch for additional releases as fixes are made.
