Purpose of change

Currently the only way to get steel armor plate is to disassemble a modularveststeel. The only thing you need steel plate for is .... a modularveststeel. Making this recipe craftable allows you to create a modularveststeel if you get a modular vest and craft the steel armor

Describe the solution

Adds a recipe that I copied from the steel plate vehicle part and cut the crafting requirements in half.

Describe alternatives you've considered

Moving steel_armor to obsolete and make modularveststeel not able to dissasemble.
In the future if this PR is merged one could add a option for steel padding in the same way that you can mod clothing with kevlar padding.

I'm pretty skeptical of this whole concept of flattening the steel, welding it together, and then using it as a 'like new' ballistic plate.
